Данная работа посвящена исследованию механизмов функционирования объектов инновационной инфраструктуры (ОИИ) и их влияния на развитие региональной инновационной экосистемы. Задачи, которые решались в ходе исследования: 1. Анализ существующих подходов к оценке инновационной инфраструктуры; 2. Выбор существенных показателей для количественной и качественной оценки эффективности ОИИ; 3. Разработка метода оценки эффективности объектов инновационной инфраструктуры; 4. Разработка цифрового инструмента для расчета интегрального индекса эффективности ОИИ на основе разработанного метода; 5. Тестирование метода на данных конкретных объектов инновационной инфраструктуры и оценка полученного результата. В ходе работы выполнены расчет весовых коэффициентов методом анализа иерархий, нормализация данных по эталонным значениям, моделирование интегрального индекса эффективности ОИИ и алгоритма его расчета в нотации BPMN 2.0, проектирование архитектуры цифрового инструмента и его тестирование на данных объектов Санкт-Петербурга с использованием iThink и Excel. В результате разработаны метод оценки эффективности ОИИ и прототип аналитической системы. Предложены рекомендации по применению инструмента для обоснованного распределения ресурсов и оценки эффективности ОИИ органами власти и управляющими компаниями.

This work is devoted to the study of the functioning mechanisms of innovation infrastructure facilities and their impact on the development of the regional innovation ecosystem. The tasks addressed in the course of the research: 1.   Analysis of existing approaches to evaluating innovation infrastructure; 2.   Selection of significant indicators for quantitative and qualitative assessment of the efficiency of innovation infrastructure facilities; 3.   Development of a method for evaluating the efficiency of innovation infrastructure facilities; 4.   Development of a digital tool for calculating the integral efficiency index of innovation infrastructure facilities based on the developed method; 5.   Testing the method on data from specific innovation infrastructure facilities and evaluating the obtained results. In the course of the work, weight coefficients were calculated using the analytic hierarchy process, data normalisation based on reference values was performed, the integral efficiency index of innovation infrastructure facilities and its calculation algorithm in BPMN 2.0 notation were modelled, the architecture of a digital tool was designed, and it was tested on data from innovation infrastructure facilities in Saint Petersburg using iThink and Excel. As a result, a method for evaluating the efficiency of innovation infrastructure facilities and a prototype of an analytical system were developed. Recommendations are proposed for the application of the tool for informed resource allocation and evaluation of innovation infrastructure facilities efficiency by public authorities and management companies.
