Данная работа посвящена исследованию специфики реализации электронного участия с помощью цифровых платформ «Decide Madrid»  и «Decidim.barcelona». Задачи, которые решались в ходе исследования: 1. дать характеристику конституционно-правовым основам организации и функционирования местного самоуправления в Испании; 2. раскрыть особенности национального и местного законодательства, регулирующего институты прямой демократии и электронного участия граждан; 3. выявить специфику функционирования цифровых платформ электронного участия в системе местного самоуправления Испании; 4. дать сравнительную характеристику практики реализации институтов прямой демократии в городах Мадрид и Барселона (на примере платформ «Decide Madrid» и «Decidim.barcelona»); 5. выявить основные проблемы и перспективы развития прямой демократии и электронного участия в Испании на современном этапе. В работе использовался метод системного подхода, который позволил комплексно изучить опыт реализации институтов прямой демократии в городах Мадрид и Барселона, анализ документов, а также метод сравнения для характеристики платформ «Decide Madrid»  и «Decidim.barcelona». В результате были выявлены специфика и подходы к практической реализации механизмов прямой демократии и электронного участия на местном уровне в Королевстве Испания.

The given work is devoted to studying the specifics of the implementation of e-participation using the digital platforms “Decide Madrid” and “Decidim.barcelona”. The research set the following goals: 1. to characterize the constitutional and legal foundations of the organization and functioning of local self-government in Spain; 2. to examine the specifics of national and local legislation regulating institutions of direct democracy and electronic citizen participation; 3. to identify the specifics of the functioning of digital platforms for electronic participation in the Spanish local government system; 4. to provide a comparative description of the practice of implementing institutions of direct democracy in the cities of Madrid and Barcelona (using the example of the platforms “Decide Madrid” and “Decidim.barcelona”); 5. to identify the main problems and prospects for the development of direct democracy and e-participation in Spain at the present stage. The work used the method of a systematic approach, which enabled a comprehensive study of the experience of implementing institutions of direct democracy in the cities of Madrid and Barcelona, document analysis, as well as a comparison method to characterize the “Decide Madrid” and “Decidim.barcelona” platforms. The study resulted into an identification of the specifics and approaches to the practical implementation of direct democracy and e-participation mechanisms at the local level in the Kingdom of Spain.
