Цель работы – обоснование направлений совершенствования механизма управления развитием водородной транспортной инфраструктуры. В рамках исследования решаются следующие задачи: 1. Определение драйверов и барьеров развития водородной экономики. 2. Выделение элементов механизма системы управления развитием водородной инфраструктуры. 3. Анализ технологического потенциала РФ для развития водородной транспортной инфраструктуры. 4. Анализ и систематизация управления и нормативно-правовых актов, регулирующих развитие водородной транспортной инфраструктуры в РФ. 5. Выявление ключевых проблем развития водородной транспортной инфраструктуры в РФ. 6. Разработка организационно-управленческого проекта развития водородной транспортной инфраструктуры на примере пилотного региона. 7. Разработка мероприятий в формате ГМЧП как элемента механизма управления развитием водородной транспортной инфраструктуры в Санкт-Петербурге. 8. Оценка рисков и эффективности от реализации предложенных мероприятий. Объект исследования – водородная транспортная инфраструктура. Предмет исследования – экономические, организационные, политические условия и факторы, влияющие на развитие водородной транспортной инфраструктуры. В результате выполнения работы были предложены решения по развитию водородной транспортной инфраструктуры в Санкт-Петербурге. Ключевым элементом является проект ГМЧП развития ВЗС. Разработаны предложения по переработке отходов разного типа производств в водородное топливо.

The purpose of the work is justification of the directions for improving the management mechanism for the development of hydrogen transport infrastructure. The research addresses the following tasks: 1. Identification of drivers and barriers to the development of the hydrogen economy. 2. Identification of elements of the mechanism for managing the development of hydrogen infrastructure. 3. Analysis of the technological potential of the Russian Federation for the development of hydrogen transport infrastructure. 4. Analysis and systematization of management and legal acts regulating the development of hydrogen transport infrastructure in the Russian Federation. 5. Identification of key problems in the development of hydrogen transport infrastructure in the Russian Federation. 6. Development of an organizational and managerial project for the development of hydrogen transport infrastructure on the example of a pilot region. 7. Development of measures in the format of PPP as an element of the mechanism for managing the development of hydrogen transport infrastructure in St. Petersburg. 8. Assessment of the risks and effectiveness of the proposed measures. The object of research is the hydrogen transport infrastructure. The subject of research is the economic, organizational, and political conditions and factors affecting the development of the hydrogen transport infrastructure. As a result of the work, solutions were proposed for the development of hydrogen transport infrastructure in St. Petersburg. The key element is the public-private partnership project for the development of HSF. Proposals were also developed for the recycling of various types of industrial waste into hydrogen fuel.
