Данная работа посвящена рассмотрению разработки и реализации системы управления охраной труда специалистами по охране труда или лицами, выполняющими их функции, при выполнении профессиональной деятельности. Объектом исследования является система управления охраной труда. Предметом исследования является критерий её функционирования. Целью работы является выявление возможностей теоретического и нормативного подходов при создании и реализации системы управления охраной труда. Задачи, выполненные в ходе работы: 1. Анализ нормативно-правовых актов в сфере охраны труда; 2. Рассмотрение требований, предъявляемых к работодателю, в сфере охраны труда; 3. Анализ возможностей нормативного подхода при создании и реализации СУОТ; 4. Рассмотрение ЗСЦО как условие создания и функционирования СУОТ; 5. Разработка модели системы управления охраной труда на основе ЗСЦО; 6. Сравнительный анализ нормативного и теоретического подходов при создании и реализации СУОТ. В данной выпускной квалификационной работе были проанализированы нормативный и теоретический подход в разработке и реализации СУОТ. Сделан информационно-аналитический обзор нормативно-правовых актов, содержащих обязательные требования законодательства в отношении работодателя в сфере охраны труда, рассмотрены критерии построения СУОТ в каждом из двух подходов, приведены примеры разработки и реализации СУОТ. Для достижения данных результатов в работе были использованы такие информационные технологии, как база данных КонсультантПлюс, Политех электронная библиотека, научная электронная библиотека «eLibrary.Ru». Разработка сетевых графиков осуществлена на базе программы Visual Paradigm, расчеты выполнены с помощью программ Microsoft Excel, Mathcad. Результаты работы могут быть использованы специалистами по охране труда или лицами, выполняющими их функции в процессе разработки и реализации системы управления охраной труда.

This work examines the development and implementation of an occupational health and safety management system by occupational health and safety specialists or individuals performing their functions while performing their professional activities. The object of this study is the occupational health and safety management system. The subject of this study is the criterion for its functioning. The purpose of this work is to identify the potential of theoretical and normative approaches in the development and implementation of an occupational health and safety management system. Objectives accomplished during the work: 1. Analysis of regulatory legal acts in the field of occupational health and safety; 2. Review of requirements imposed on employers in the field of occupational health and safety; 3. Analysis of the potential of a normative approach to the development and implementation of an OHSMS; 4. Consideration of the LCIO as a prerequisite for the development and operation of an OHSMS; 5. Development of a model of an occupational health and safety management system based on the LCIO; 6. Comparative analysis of the normative and theoretical approaches to the development and implementation of an OHSMS. This final qualifying work analyzed the normative and theoretical approaches to the development and implementation of an OHSMS. An informational and analytical review of regulatory legal acts containing mandatory legislative requirements for employers in the field of occupational health and safety was provided, criteria for developing an OHSMS in each of the two approaches were examined, and examples of OHSMS development and implementation were provided. To achieve these results, information technologies such as the ConsultantPlus database, the Polytech Electronic Library, and the eLibrary.Ru scientific electronic library were used in this work. Network diagrams were developed using Visual Paradigm, and calculations were performed using Microsoft Excel and Mathcad. The results of this work can be used by occupational health and safety specialists or those performing their functions in the development and implementation of an occupational health and safety management system.
