Объектом исследования является администрация Красносельского района Санкт-Петербурга. Предмет исследования – внедрение процессной модели управления в администрации Красносельского района Санкт-Петербурга. Целью магистерской диссертации является разработка предложений по совершенствованию внедрения процессной модели в деятельность администрации Красносельского района Санкт-Петербурга. Были решены следующие задачи: 1. Рассмотрение теоретических основ процессного управления в органах государственной власти и его нормативно-правового регулирования. 2. Анализ деятельности исполнительных органов власти Санкт-Петербурга и формирование характеристики деятельности администрации Красносельского района Санкт-Петербурга. 3. Анализ опыта реализации процессного управления в администрации Красносельского района Санкт-Петербурга. 4. Определение перечня проблем, возникающих при реализации полномочий администрации Красносельского района Санкт-Петербурга в сфере внедрения процессного управления. 5. Разработка мероприятий по совершенствованию внедрения процессной модели в администрации Красносельского района Санкт-Петербурга и оценка их эффекта. Результаты работы включают рекомендации по совершенствованию внедрения процессного управления в деятельность органов государственной власти Санкт-Петербурга, а также конкретный алгоритм проведения мероприятий в рамках данного процесса на примере администрации Красносельского района Санкт-Петербурга.

The object of the study is the administration of the Krasnoselsky district of St. Petersburg. The subject of the research is the implementation of a process management model in the administration of the Krasnoselsky district of St. Petersburg. The purpose of the masters thesis is to develop proposals for improving the implementation of the process model in the activities of the Krasnoselsky district administration of St. Petersburg. The following tasks were solved: 1. Consideration of the theoretical foundations of process management in public authorities and its regulatory framework. 2. Analysis of the activities of the executive authorities of St. Petersburg and the formation of characteristics of the activities of the Krasnoselsky district administration of St. Petersburg. 3. Analysis of the experience of implementing process management in the administration of the Krasnoselsky district of St. Petersburg. 4. Definition of the list of problems arising in the implementation of the powers of the administration of the Krasnoselsky district of St. Petersburg in the field of process management implementation. 5. Development of measures to improve the implementation of the process model in the administration of Krasnoselsky district of St. Petersburg and assessment of their effect. The results of the work include recommendations for improving the implementation of process management in the activities of public authorities in St. Petersburg, as well as a specific algorithm for conducting events within this process using the example of the administration of the Krasnoselsky district of St. Petersburg.
