Данная работа посвящена исследованию стратегического развития нефтегазового сектора и технологической модернизации. Задачи, которые решались в ходе исследования: 1. Исследовать современные методы и инструменты стратегического менеджмента в нефтегазовом секторе. 2. Проанализировать состояние и эффективность деятельности ООО «Газпром трансгаз Югорск» как база для развития Арктической зоны. 3. Предложить модернизацию нефтегазового комплекса РФ для стратегического развития Арктики. Работа проведена на базе ФГАОУ ВО «СПбПУ» в ВШПМ, где собиралась значительная часть фактического материала. Проведены расчеты, показывающие наглядно, каким образом модернизация нефтегазового сектора Арктической зоны влияет на технико-экономические показатели компаний. Анализ проводился методом сравнения, измерения, анализа литературы, изучения и обобщения сведений, сравнения количественных и качественных показателей, оценки рисков и экологического воздействия. В результате были рассмотрены современные подходы и инструменты стратегического менеджмента в нефтегазовых компаниях. Исследованы финансово-экономические показатели ООО «Газпром трансгаз Югорск». Проведен анализ производственно-экономических показателей ООО «Газпром трансгаз Югорск». Разработаны рекомендации по совершенствованию методов и инструментов стратегического менеджмента в нефтегазовом секторе ХМАО–Югры. Проведен анализ внедрения авторской инновационной технологии для надземных магистральных трубопроводов в условиях Арктической зоны РФ. Дана оценка экономической и экологической эффективности предложенного инженерного решения авторской инновационной технологии для Арктической зоны РФ. В работе были использованы следующие информационные технологии: Microsoft Office (Word, Excel, Point).

This thesis investigates strategic development and technological modernization within the oil and gas sector, with a specific focus on the Arctic region. The following research objectives were addressed: 1. To examine contemporary methods and tools of strategic management applied in the oil and gas sector. 2. To analyze the operational status and performance efficiency of Gazprom Transgaz Yugorsk LLC as a foundational enterprise for Arctic Zone development. 3. To propose a modernization strategy for the Russian oil and gas complex to support the strategic advancement of the Arctic region. The study was carried out at the Higher School of Petroleum and Mechanical Engineering (HSPME) of Peter the Great St. Petersburg Polytechnic University (SPbPU), where a significant portion of the empirical data was collected. Calculations were performed to demonstrate quantitatively how modernization initiatives in the Arctic oil and gas sector influence companies’ technical and economic performance indicators. The research methodology included comparative analysis, measurement, literature review, synthesis and generalization of data, evaluation of quantitative and qualitative metrics, as well as risk and environmental impact assessments. As a result, modern approaches and tools of strategic management in oil and gas companies were examined. A review of current approaches and instruments of strategic management in oil and gas companies. An examination of the financial and economic performance of Gazprom Transgaz Yugorsk LLC. An analysis of the company’s production and economic indicators. Development of recommendations for improving strategic management methods and tools within the oil and gas sector of the Khanty-Mansi Autonomous Okrug-Yugra. An assessment of the implementation potential of the author’s innovative technology for above-ground trunk pipelines in the Arctic Zone of the Russian Federation. An evaluation of the economic and environmental effectiveness of the proposed engineering solution tailored for Arctic conditions. The following software tools were used in the course of this work: Microsoft Office Suite (Word, Excel, PowerPoint).
