Целью работы является разработка методики расчета плановой трудоемкости выполнения НИОКР по государственному оборонному заказу (ГОЗ) на основе нормативов труда, адаптированных для малого инновационного предприятия (МИП). Были решены следующие задачи: – изучены основные нормативные документы в области ГОЗ; – рассмотрено и проанализировано современное состояние вопросов управления и планирования ресурсами МИП при выполнении НИОКР в рамках ГОЗ, а также сложившаяся практика выполнения НИОКР в МИП, методы и подходы к расчету нормативов труда, используемые как в крупных предприятиях, так и в МИП; – рассмотрены основные причины снижения заинтересованности МИП участвовать в ГОЗ; – выявлены ключевые факторы, влияющие на трудозатраты в рамках НИОКР, особенно в условиях ограниченных ресурсов МИП; – разработана методика расчета плановой трудоемкости выполнения НИОКР по ГОЗ, учитывающая специфические особенности работы МИП и обеспечивающая гибкость и адаптивность применения. Актуальность темы обусловлена ужесточением требований к экономической обоснованности затрат на выполнении НИОКР в рамках ГОЗ. Источниками информации послужили отечественные научные публикации, официальные интернет-ресурсы, современная нормативная база и методические рекомендации Минтруда и Минпромторга РФ. В работе детально рассмотрены различные факторы, влияющие на исполнение НИОКР в области ГОЗ, выполняемых в МИП. Предложена методика для расчета плановой трудоемкости выполнения НИОКР по ГОЗ, на основе нормативов труда, адаптированных для МИП. Разработан алгоритм оценки плановых трудозатрат МИП, учитывающий все требования, предъявляемы к НИОКР в рамках ГОЗ.

The aim of the work is to develop a methodology for calculating the planned R&D intensity for the state defense order (SDO) based on labor standards adapted for small innovative enterprises (MIE). The following tasks were solved: – the main regulatory documents in the field of public SDO standards and prescribing papers were studied; – the current state of issues of management and planning of MIE resources in the implementation of R&D within the framework of the SDO, as well as the established practice of R&D in MIE, methods and approaches to calculating la-bor standards used both in large enterprises and in MIE are considered and analyzed; – the main reasons for the decrease for MIE motivation in participating in the SDO are considered also; – key factors influencing labor costs in the framework of R&D have been identified, especially in conditions of limited MIE resources; – a methodology has been developed for calculating the planned labor intensity of R&D for the State Defense Order, taking into account the specific features of the MIE and ensuring flexibility and adaptability of the application. The relevance and actuality of the topic is due to stricter requirements for the economic justification of R&D costs within the framework of the SDO. The sources of information were Russian scientific publications, official In-ternet resources, modern regulatory framework and methodological recommendations of the Ministry of Labor and the Ministry of Industry and Trade of the Russian Federation. The paper considers in detail the interaction of various factors affecting the performance of R&D in the field of public health performed at the MIE. A methodology is proposed for calculating the planned labor intensity of performing R&D in accordance with the SDO, based on labor standards adapted for the MIE. An algorithm for estimating the planned labor costs of the MIE has been developed, taking into account all the requirements for R&D within the framework of the SDO.
