Тема магистерской диссертации: «Разработка плана организационных мероприятий для повышения эффективности управления закупками на нефтегазовом предприятии». Целью исследования является совершенствование методики расчета НМЦ для оптимизации затрат и снижения рисков повторных процедур закупок. Исследование выполнялось на базе Управления материально- технического снабжения и комплектации ООО «Газпром трансгаз Томск». Предмет исследования: расчет начальной максимальной цены закупки МТР и услуг. Методы исследования: анализ нормативно-правовых документов по теме исследования, сравнительный анализ, изучение и обобщение сведений, ранжирование, синтез, измерение, SWOT-анализ. Основные результаты исследования: –выполнен анализ методики расчета начальной максимальной цены закупки и выявлены проблемы, сопряжённые с отказами поставщиков МТР и услуг от процедуры торгов и повтором закупочных процедур; – предложен модифицированный метод расчета НМЦ лота закупки, обеспечивающий снижение затрат в системе оптимизаций компании; – доказан положительный эффект, оказываемый на обеспечение своевременности доставки, вовлечения в МТР производство, выполнение планов капитального строительства, снижение риска износа оборудования. Область применения результатов ВКР – компании-заказчики закупочных процедур. Научной новизной исследования является модификация существующего метода расчета НМЦ, формирование поэтапного анализа цен прошлых и настоящих периодов для расчета НМЦ закупки. В работе использовались инструменты Microsoft Office (Word, Excel). Выводы. Задачи ВКР решены, цель достигнута, определена область применения результатов. Полученные результаты обладают признаками научной новизны. Обоснованы перспективы и направления дальнейшего исследования.

The title of the masters thesis: “Elaboration of a management program to enhance the efficiency of procurement performance at an oil and gas enterprise”. The aim of the study is the analysis of the methodology for calculating the initial maximum procurement price within the Department of Supply and further modification of it to optimize the costs and reduce the risks of repeated procurement procedures. The study was carried out on the basis of the Department of Material and Technical Supply and Completion of the LLC Gazprom transgaz Tomsk.. Research subject: calculation of the initial maximum price of procurement of materials, equipment and services. Research methods: analysis of regulatory legal documents on the research topic, comparative analysis, study and generalization of information, ranking, synthesis, measurement, SWOT-analysis.. The main results of the study: - the method of calculation of the initial maximum price of procurement was analyzed and the problems associated with the refusal of suppliers of resources and services from the bidding procedure and the repetition of procurement procedures were identified; - the modified method of calculating the IMP of a procurement lot is proposed, which ensures cost reduction in the companys optimization system; - the positive effect on ensuring the timeliness of delivery, involvement of production in the resources, fulfillment of capital construction plans, reduction of the risk of equipment depreciation is proved. Application field: is companies-customers of procurement procedures. The scientific novelty of the study is the modification of the existing method of calculating the initial maximum price, the formation of a step-by-step analysis of prices of past and present periods to calculate the IMP of procurement. Information technologies Microsoft Office tools (Word, Excel) were used while working on the graduate qualification work. Conclusions. The tasks of the thesis are solved, the goal is achieved, and the scope of application of the results is determined. The results obtained show signs of scientific novelty. The directions of further research are defined.
