Важность финансовой поддержки промышленного развития сельского хозяйства отражается во многих областях, и это не только базовая защита национальной стратегической безопасности, но и существенная поддержка экономических преобразований и модернизации, социальной справедливости и устойчивого экологического развития. Основываясь на анализе литературы, исследование показало, что картофельная промышленность Динси сталкивается с такими основными проблемами, как ограниченное расширение производственной цепочки, наличие единых каналов финансирования, низкая адаптивность финансовых продуктов и слабые механизмы контроля рисков. Коренными причинами этих проблем являются структурные противоречия, в том числе слабость финансовых рынков в западных регионах, несовершенная система кредитования и страхования, а также отсутствие координации между налогово-бюджетной и финансовой политикой. В исследовании предлагается создать новую систему, сочетающую “финансирование цепочки поставок + расширение возможностей в области технологий” путем сравнения.

Financial support is a important foundation for promoting economic development and social progress. The importance of financial support for agricultural industrial development is reflected in many areas, and it is not only the basic protection of national strategic security, but also a significant support for economic transformation and upgrading, social fairness, and ecological sustainable development. Based on literature analysis, the study found that the Dingxi potato industry faces core issues such as limited extension of the industrial chain, single financing channels, low adaptability of financial products, and weak risk control mechanisms. Structural contradictions are the root causes of these problems, including the weak financial markets in western regions, an incomplete credit and insurance system, and a lack of coordination between fiscal and financial policy. The study suggests creating a new system that combines “ supply chain finance + technology empowerment ” by comparing and analyzing domestic and international models of financial support for specialty agriculture. This includes creating financial products for the potato supply chain and establishing a broad risk control model based on Internet of Things technology. The paper also suggests encouraging the use of green financial tools in water-saving irrigation and cycle agriculture, as well as enhancing the “banking + insurance + futures” composite risk hedging system.In order to take on the problem of incomplete data between banks and businesses, the study also recommends that policy rules be reinforced to increase the ability of financial companies to offer services through a combination of instruments like tax credits, financial funding, and the creation of a government-led industrial information-sharing platform.
