This work is devoted to the issue of the effectiveness of the construction of pedestrian crossing at different levels. The research set the following goals: 1. To study the role of off-street pedestrian crossing in the organization of traffic; 2. To analyze the methodological base for the design and construction of pedestrian crossing at different levels; 3. To determine the main factors and conditions influencing the design, construction and operation of pedestrian crossing at different levels; 4. To develop a methodology to determine the type of crosswalks and its location. The methods of analysis, generalization of the obtained data and the method of multi-criteria assessment were used in the work. In the course of this work, an analysis of the existing pedestrian crossing in St. Petersburg was carried out. As a result of the analysis, effective recommendations were presented on a possible solution to the problem of a safe crossing in this section using the developed methodology.
